Guangdong Medicine Exchange Announces Volume-Based Procurement for Medical Devices

The Guangdong Medicine Exchange has issued three notifications regarding the volume-based procurement (VBP) of medical device products. This initiative will focus on tenders for nerve intervention spring coils, liver function biochemical testing reagents, and joint bone cement medical consumables. Guangdong is taking the lead in the “3+N” alliance, which includes the Beijing-Tianjin-Hebei region.

Procurement Cycle and Volume Requirements

The procurement cycle for spring coils will span three years. The total demand volume filed must be no less than 90% of the previous year’s actual procurement volume. Additionally, the demand volume for winning manufacturers should not fall below 90% of their last year’s agreed procurement volume. Before the procurement cycle begins, products selected through the tender process will be procured at the newly established winning prices.

Prioritizing Winning Products in Medical Institutions

During the procurement cycle, medical institutions, including those that have not filed volumes, are required to prioritize the winning products that have received incremental use qualifications. These products will continue to be purchased at a minimum rate of 70% of the incremental purchase volume after the agreement is finalized.
