China’s NHC Sets Sights on Enhancing Grassroots Drug Management and Access

The National Health Commission (NHC) has issued a set of opinions designed to accelerate the construction of a grassroots drug linkage management mechanism and to broaden the range of drugs used for chronic and common diseases in primary medical and health institutions.

Provincial and Municipal Health Commissions’ Role in Drug Demand Assessments
Provincial and municipal health commissions are instructed to conduct drug demand assessments for primary medical and health institutions, taking into account the disease spectrum, diagnosis and treatment capabilities, and drug supply. The focus is to be on drugs listed in the National Essential Drugs List (NEDL), National Reimbursement Drug List (NRDL), and those involved in volume-based procurement. The drug catalog of the compact medical consortium should be dynamically adjusted in response to changes in clinical drug demand and updates to the NEDL and NRDL, with an adjustment period not exceeding one year.

Targets for Drug Catalog Adjustments and Centralized Prescription Review System
By the end of 2024, provincial and municipal health commissions are expected to guide compact county medical communities in timely adjusting drug catalogs and establishing a dynamic optimization mechanism. Efforts will also be accelerated to establish a centralized prescription review system. Township health centers and community health service centers with fewer drug varieties than the provincial average are to increase their drug varieties as needed. Designated village clinics by medical insurance should be equipped with drugs for hypertension, diabetes, and chronic obstructive pulmonary disease, aligning with the township’s offerings.

Future Integration of Drug Types and Reporting Measures
Starting from 2025, the types of drugs used in township health centers will be linked with county-level hospitals, while other medical and health institutions will continue to optimize their drug types. Measures for the linkage management of grassroots drug procurement, supply, and use reporting within counties (cities, districts) will be classified and clarified on a provincial basis.
