By Fineline Cube A new inter-provincial alliance, led by Henan, has formed a 19-strong group to conduct a volume-based procurement (VBP) tender round for 24 drug specifications. Official price quotes for the tender will be set on August 22, with negotiations scheduled for August 29.
Procurement Lists and Specifications
The drug varieties are divided into two procurement lists. The first batch includes 9 products such as urokinase and anti-tetanus immunoglobulin, while the second batch comprises 15 specifications, including inosine and cyclic adenosine. The highest valid filing quotes for each specification have been published for transparency.
Procurement Cycle and Extension Possibility
The procurement cycle is generally set at 12 months, with the possibility of extending for another 12 months, providing a stable supply framework for the participating provinces.
Tender Round Process and Evaluation
The tender round will employ different strategies based on the number of manufacturers entered. If only one manufacturer is involved, price negotiations will take place. If two or more manufacturers are involved, an evaluation process will be conducted, consisting of an economic and technical bid and a commercial bid. In cases where the evaluation scores are identical, the commercial bid scores will be favored, and demand from pharmaceutical institutions will be considered. For varieties with at least 16 valid manufacturers, if the comprehensive evaluation fails, enterprises that accept a bid price not more than 1.8 times the minimum valid bid price or offer a reduction of at least 50% can be revived to obtain the proposed winning qualification.-Fineline Info & Tech
