Chinese Health Authorities Unveil Key Reform Tasks for Medical System in H2 2023

The National Health Commission (NHC), National Development and Reform Commission (NDRC), Ministry of Finance (MoF), Ministry of Human Resources and Social Security, National Healthcare Security Administration (NHSA), and National Medical Products Administration (NMPA) have jointly released the “Key Tasks for Deepening the Reform of the Medical and Health System in the Second Half of 2023.” The document outlines 20 specific tasks across six key aspects aimed at enhancing the medical and health system in China.

The document focuses on promoting the expansion of high-quality medical resources and a balanced regional layout, deepening the reform of public hospitals with a public welfare orientation, promoting the orderly linkage of multi-level medical security, fostering reform and innovative development in the pharmaceutical field, improving the public health system, and developing and strengthening the medical and health workforce.

Price Reforms and Volume-Based Procurement (VBP)
Relevant departments are requested to continue promoting the reform and standardized management of medical service prices, including ramping up price dynamic adjustment mechanisms in various regions. The goal is to bolster the reform of medical service prices and implement Diagnosis Related Groups (DRG) or Diagnosis-Intervention Packet (DIP) in no less than 70% of the overall planning areas. The drug and medical consumables volume-based procurement (VBP) will be increased in terms of quality and scope, with national and provincial VBP tenders aiming to cover 450 varieties by the end of 2023.

Remuneration System Reform and Public Hospital Evaluations
Various departments are also promoting the reform of the remuneration system for medical personnel and strengthening public welfare-oriented performance evaluation. The government plans to launch evaluations of high-quality development in public hospitals in 2023, continue promoting the construction of tiered diagnosis and treatment systems, establish new mechanisms for the operation of national medical centers and regional medical centers, and improve the operation mechanism of medical alliances.-Fineline Info & Tech
