The Hebei medical drug and device centralized procurement center has announced the start of the Hebei-led Sanming procurement alliance’s volume-based procurement (VBP) for 19 medical consumables. This marks the eighth consumables VBP led by the Sanming Alliance.
Details of the VBP Round
The round encompasses a range of medical consumables including absorbable vascular ligation clips, disposable biopsy needles, disposable ureteral guide sheaths, vascular sheaths, knot-free sutures, atrial septal defect occludes, imaging catheters, Y-joints, rigid breathable contact lenses for corneal shaping (nightwear type), disposable sterile peripheral vascular drug-coated balloons, intracranial stents (aneurysm assist), aneurysm clips, cardiac stabilizers, disposable temperature sensors, disposable oxygen saturation sensors, urinary stone baskets, disposable high-pressure contrast syringes and accessories, disposable pressure extension tubes, and medical dry film (linkage scheme). Notably, rigid breathable contact lenses for corneal shaping are included for the first time in this VBP.
Procurement Process and Timeline
Medical institutions were required to file the necessary forms from March 8 to March 22, 2023, with the healthcare security bureau conducting reviews from March 9 to March 23, 2023.
Procurement Cycle and Quantity Determination
According to the document, the procurement cycle for each variety is set at 2 years, and the use of a national medical insurance code is mandatory. The agreed procurement quantity is to be determined based on 80% of the real-world demand in the next procurement year, as calculated by each medical institution. Except for medical dry film, the agreed purchase quantity for other varieties reaches 3.705 million units.
Participation and Monitoring Requirements
As of the document date, manufacturers (including agents) with sales records in the alliance region that meet the application conditions are required to participate in this procurement. Failure to do so may result in all of the manufacturer’s products being subject to record procurement in the alliance region during the procurement period. Additionally, all non-winning bids will be included in the monitoring and management of the alliance region, with prices potentially reduced based on the price difference between them and the winning bids (or similar products). The procurement quantity shall not exceed the minimum procurement quantity for the winning bid, and any excess may lead to the suspension of the procurement of the non-winning product by the healthcare security bureau of the alliance region.-Fineline Info & Tech
