China’s Plan to Strengthen Medical and Healthcare Service System Unveiled

The General Office of the CPC Central Committee and State Council has released the “Opinions on Ramping up Medical and Healthcare Service System,” outlining five major aspects to enhance the country’s healthcare infrastructure.

1. Optimize Resource Allocation and Strengthen Capacity Modernization
The plan emphasizes optimizing resource allocation and strengthening talent team construction. It aims to improve health talents and public health service capabilities, with a focus on strengthening public health and grassroots medical services. The leading role of county-level hospitals will be highlighted, with development in emergency departments, gynecology and obstetrics, pediatrics, critical medicine, traditional Chinese medicine, psychiatry, geriatrics, rehabilitation medicine, and infectious diseases. The plan also encourages the establishment of specialized disease centers and promotes the construction of medical centers to support high-level hospitals in building clinical diagnosis and treatment centers for difficult and complex diseases and rare diseases. Additionally, it seeks to expand the supply of continuing services such as rehabilitation, elderly care, and community care.

2. Promote Tiered Diagnosis and Treatment and System Integration
The plan focuses on strengthening division of labor and cooperation, promoting tiered diagnosis and treatment, and fostering system integration. It aims to improve the family doctor system, implement differentiated policies for contracted residents, and gradually form a service model of first visit, referral, and next referral by family doctors. The construction of medical consortiums and county medical communities will be promoted, along with the integration of prevention and treatment, and the integration of medical care and maintenance.

3. Improve Service Quality and Experience
The plan seeks to improve service quality and experience by strengthening medical quality control, improving technical levels, and optimizing service processes. It includes establishing treatment centers for major acute diseases and providing a green channel for treatment. The use of the Internet, AI, and other technologies will be explored to promote services such as inter-diagnosis settlement, mobile payment, online query, and drug delivery, integrating relevant online service terminals.

4. Strengthen Scientific Management and Refine Management Systems
The plan aims to strengthen and improve the management of public hospitals, professional public health institutions, and grassroots medical and health institutions. It will improve the management system, taking service quality and quantity, operational efficiency, and patient satisfaction as the main assessment contents, and implement functional positioning.

5. Deepen Institutional Reforms and Promote Scientific Governance
The plan promotes the coordinated development and governance of medical insurance, medical care, and medicine. It seeks to establish and improve institutional mechanisms that adapt to the development of the medical and health service system and strengthen comprehensive supervision.
