Procurement Details
According to the document, medical institutions in the alliance area are required to submit their annual purchase demand for specific enterprises and products, including specifications and models. Based on the registration certificate, the reagents will be divided into two groups: one based on unit and ml, and the other based on tests. The purchase demand for each group will be calculated separately. The bidding process will also be divided into two groups: ml group and test group. Under these two groups, there are two bidding sub-groups, A and B. Each enterprise will be ranked into a group according to the number of medical institutions’ intended purchase volume in descending order.
Bidding Process
The procurement volume for Group A enterprises can reach up to 70% of the total procurement volume. If Group A enterprises fail to win in the first round of bidding, they can be added as “shortlisted winning manufacturers” if they commit to supplying products to the entire alliance and their quoted price is not higher than 0.6 times the maximum effective quote price. This provision is not limited by the number of winning manufacturers.
