Shanghai’s Three-Year Plan to Boost Elderly Care Quality

A Comprehensive Look at Shanghai’s Efforts to Integrate Medical Care and Elderly Care:
The Shanghai Civil Affairs Bureau has released the “Three – Year Action Plan for Improving the Quality of Elderly Care Institutions in Shanghai (2025 – 2027)”. The plan aims to promote the integration of medical care and elderly care, advance care upgrading, and empower elderly care with intelligence.

Key Measures:
The document requires optimizing the standard of “rewards instead of subsidies” for medical institutions within elderly care institutions. It promotes the establishment of all “internal medical institutions” in elderly care institutions of a certain scale (100 or more beds) (except for those close to medical institutions). It also promotes community health service centers to establish community health service stations and family doctor studios within or adjacent to elderly care institutions in accordance with laws and regulations. The document also suggests providing more and better services for signing contracts between elderly care institutions and medical institutions.

Targets for 2027:
By 2027, Shanghai aims to build 100 demonstrative elderly care institutions with strong medical and nursing integration functions. It will carry out “medical and nursing into institutions” training and teaching among 100 elderly care institutions, achieve full coverage of special training on medical services for elderly care institutions with internal medical institutions, and carry out full coverage of “nursing homes + Internet hospitals” for institutions with conditions. Relying on the comprehensive platform of basic elderly care services in Shanghai, the city aims to achieve full coverage of basic smart functions in all elderly care institutions citywide, create 100 demonstration smart nursing homes, and establish more than 10 nationally influential operating brands of elderly care institutions (with a minimum of 1000 beds per brand). It will build 50 demonstration institutions for disability care and cognitive impairment care, cultivate 50 characteristic studios, and train 50 first – level elderly care nurses and 500 second – level elderly care nurses.
