Shanghai’s Healthcare Security Administration (HSA) bureau held a work conference on April 16, 2025, to outline the implementation of the 11th round of Volume-Based Procurement (VBP). This initiative is part of a broader effort to optimize national drug procurement policies.
Proposed Reimbursement Standard
A leaked document titled “Further Optimization of the National Drug Volume-Based Procurement Policy Plan (Draft Proposal)” has revealed plans for a unified medical insurance payment standard. The proposal caps reimbursements at 1.5 times the highest winning bid price for each drug category. Key provisions include aligning reimbursements with actual bid prices if they do not exceed this threshold and capping reimbursements at 1.5 times the highest winning price if surpassed.
