On July 22, 2025, China’s National Health Commission (NHC) issued the “Work Plan for Integrated Medical and Elder Care Demonstration Projects (2025 Edition).” The plan aims to encourage localities to deeply advance integrated medical and elder care services by establishing national demonstration counties (cities, districts) and demonstration institutions.
Evaluation and Timeline
Demonstration counties (cities, districts) and institutions will undergo evaluation every two years, with approximately 100 new designations each time. The creation work is expected to be completed by 2030.
Selection Criteria
The criteria for national integrated medical and elder care demonstration institutions include:
- Operating for five years or more (based on the date of obtaining qualifications).
- Achieving an occupancy rate of 65% or higher of their actual operational beds in the past two years.
- Serving a population where the proportion of elderly residents with disabilities or cognitive impairments exceeds 65%.
Priority Considerations
Priority will be given to institutions that:
- Conduct comprehensive health and needs assessments for older adults.
- Establish electronic health records for older adults.
- Provide early intervention for geriatric diseases.
