On July 28, 2025, China’s National Medical Products Administration (NMPA), the Ministry of Public Security, and the National Health Commission jointly released the Catalog of Narcotic Drugs for Medical Use (2025 Edition) and the Catalog of Psychotropic Substances for Medical Use (2025 Edition). These updated catalogs encompass a total of 32 narcotic drugs and 96 psychotropic substances, including 18 Class I and 78 Class II psychotropic substances.
Catalog Composition
The majority of the listed drugs are carry-overs from the 2023 edition of the narcotic and psychotropic substance catalogs. New additions to the medical psychotropic substances catalog include methylphenidate, carisoprodol, cebranopadol, etizolam, remimazolam, serdexmethylphenidate, valiloxybate, zuranolone, buprenorphine/naloxone combined oral solid preparations, and codeine-containing combined oral liquid preparations.-Fineline Info & Tech
