The Shanghai Municipal Health Commission, along with 13 other bureaus, has issued a local adaptation of the “Key Points for Correcting Unhealthy Practices in the Field of Pharmaceutical Procurement and Sales and Medical Services in 2024,” which was originally published by the National Health Commission (NHC) and supported by 14 ministries in May this year. Shanghai’s version introduces three new items.
The government will conduct inspections of large hospitals, focusing on the construction of professional conduct organizations, professional conduct education and training, professional conduct work mechanisms, professional conduct hot issues, and public welfare security. The aim is to identify potential links that may harm the public interest, rectify behaviors of public hospitals that deviate from the public welfare orientation, and promote high-quality development of public hospitals.
The government will clarify the industry’s bottom line and strictly implement the “Implementation Rules for the Nine Code of Conduct for Clean and Honest Conduct of Medical Institution Staff in Shanghai.” The implementation status will be part of daily supervision and inspection content, and any violations will be promptly discovered. Complaint and reporting channels will be streamlined, and complaint procedures will be established and improved.
The government commits to providing positive guidance and strengthening social supervision. It will organize Class 2 and above public hospitals and some private hospitals in the city to participate in the national public hospital satisfaction online survey, commission third-party institutions to complete the patient satisfaction survey of public medical institutions in the city, and apply the survey results to public hospital performance evaluation, hospital level evaluation, and large-scale hospital inspections. The Shanghai Medical and Healthcare Ethos Enhancement Association will be supported in carrying out relevant social supervision work. The “Conduct Construction Tour” will be organized, a standardized governance platform for medical enterprises will be built, a sound “medical business” communication standard system will be established, and innovative models and new ideas will be explored for harmonious development in the field of medical and health conduct construction through active and positive guidance. – Flcube.com
