China’s NHSA Proposes New Guidelines to Enhance Oversight of Medical Insurance Funds

The National Healthcare Security Administration (NHSA) has unveiled a draft of the “Guiding Opinions on Strengthening Management of Social Supervisors of Medical Insurance Funds” for public consultation. This initiative aims to engage a broad spectrum of societal actors in the oversight of Basic Medical Insurance (BMI) funds, ensuring the integrity and secure use of these funds. The NHSA is establishing foundational management principles for third-party, non-governmental entities involved in this supervisory role.

The non-governmental supervisors are to be drawn from a diverse pool, including delegates to the National People’s Congress, members of the Chinese People’s Political Consultative Conference, media professionals, representatives from designated medical institutions, experts and scholars from relevant fields, BMI beneficiaries, and other stakeholders with an interest in the BMI system.
