By 2030, the nation aims to refine its multi-departmental, cross-regional, and military-civilian joint prevention and control mechanism. The strategy involves establishing a robust framework with general and specialized disease control institutions as the core, supported by medical institutions and roots health organizations, integrating military and civil resources, and coordinating a response from the entire society. The goal is to develop a centralized, unified, and efficient system for infectious disease surveillance, early warning, and emergency response.<\/p>\n\n\n\n
National and provincial Centers for Disease Control and Prevention (CDC) will be integrated under the Academy of Preventive Medicine. By the end of 2024, medical institutions classified as Class 2 and above are expected to fully adopt standardized public health or preventive healthcare department requirements.<\/p>\n\n\n\n
Public health and preventive medicine disciplines will be included in the National Key Field Strategic Talent Reserve Enrollment Plan, with measures to manage prescription rights for public health physicians and establish cross-training systems for public health professionals and clinical doctors. Personnel mobility between sectors will be explored, and the proportion of public health personnel in township health centers and community health service centers should not fall below 25%, with at least one public health physician per center.<\/p>\n\n\n\n
