The Beijing Municipal Medical Insurance Bureau has released a notification outlining key tasks for the healthcare sector, with a significant focus on Basic Medical Insurance (BMI). The initiatives aim to enhance the healthcare system and improve access to medical services for residents.<\/p>\n\n\n\n

1. Expansion of Long-Term Care Insurance Pilot Projects<\/strong>
The Bureau is committed to promoting the expansion of long-term care insurance across the city. This includes ongoing assessment testing in Haidian District and nursing service standard testing in Chaoyang District. The goal is to optimize the implementation of long-term care insurance policies, effectively connect pilot projects in Shijingshan District with city-wide promotion, and integrate these initiatives with the overall city plan.<\/p>\n\n\n\n

2. Flexible Employment Insurance and Payment Policy Improvements<\/strong>
Research and improvements are underway for policies related to flexible employment personnel participating in insurance and payment. This includes cooperation with the introduction of employee basic medical insurance for platform-based online contracted workers as flexible employment personnel.<\/p>\n\n\n\n

3. Enhancing Total Budget Management and Quality Evaluation<\/strong>
The Bureau aims to improve the total budget management (BJ-GBI) expense budget settlement mechanism and strengthen the quality evaluation under BJ-GBI. This will help to play the role of quality-centered medical insurance value payment.<\/p>\n\n\n\n

4. Accelerating DRG Payment Expansion and Coverage<\/strong>
The expansion of Diagnosis-Related Groups (DRG) payment during hospitalizations will be accelerated, including all eligible secondary and above designated medical institutions in the city. The Bureau will also improve the special handling mechanism for new drugs, technologies, and special cases, and deepen the linkage management of DRG payment and volume-based procurement (VBP) policies. Research is ongoing for pilot implementation of capitation-based outpatient service payments for chronic diseases such as diabetes and hypertension in some compact medical alliances.<\/p>\n\n\n\n

5. Implementing the New National Reimbursement Drug List (NRDL)<\/strong>
The Bureau will promote the implementation of the new NRDL, comprehensively investigate and eliminate unreasonable restrictions on medical insurance, and smooth the “dual channel” guarantee mechanism for national negotiation drugs.<\/p>\n\n\n\n

6. Executing National Drug and Consumables VBPs<\/strong>
The Bureau will implement the results of national drug and consumables VBPs, including the cross-provincial alliance centralized purchase of traditional Chinese patent medicines and simple preparations, dental implants, cardiac intervention consumables, and continue to expand the VBP range of drugs and consumables in the city.<\/p>\n\n\n\n

7. Promoting Public Service Co-Construction in the Beijing Tianjin Hebei Region<\/strong>
The Bureau aims to promote the co-construction and sharing of public services in the Beijing Tianjin Hebei region and facilitate the transfer and continuation of medical insurances.
