  1. Hospitals are to establish a dedicated body for the rational use of drugs, creating a linkage mechanism between hospital drug procurement and NRDL updates. Special pharmaceutical committee meetings are to be convened within a three-month timeframe following the NRDL release to guide the rational allocation and uptake of NRDL drugs. Hospitals are held accountable for ensuring access to and implementation of these drugs, with no excuses accepted for non-compliance, including budget constraints or administrative hurdles. The overarching goal is to maximize the availability of nationally negotiated drugs.<\/li>\n\n\n\n
  2. Hospitals and medical institutions that have adopted “dual channel” management practices are to comply with relevant policies and regulations, providing medical insurance services such as qualification declaration, prescription medication, and cost settlement for insured patients. They are prohibited from directing insured patients to purchase drugs outside the hospital during their treatment period, in line with regulatory compliance.<\/li>\n\n\n\n
  3. In accordance with relevant regulations, prescription dispensing services will be offered to patients requiring long-term medication, establishing a robust prescription circulation mechanism.
