The plan targets the healthcare industry with a focus on four key areas: relaxing foreign investment access, attracting international talents, promoting industry research cooperation, and encouraging open innovation.<\/p>\n\n\n\n
The plan proposes to ease market access in Pudong by formulating special measures based on the national unified negative list of market access. It also aims to explore the orderly relaxation of foreign investment access restrictions in the medical and health service consumption market. Additionally, the plan calls for the deepening of inspection, testing, and certification system reforms, promoting mutual recognition of standards between China and foreign countries, and encouraging foreign-invested enterprises to participate in the formulation of domestic standards.<\/p>\n\n\n\n
In terms of talent attraction, Pudong New Area will be granted the authority to review and issue confirmation letters for foreign high-end talents. The plan also supports qualified foreign talents to serve in public institutions and state-owned enterprises within the China (Shanghai) Pilot Free Trade Zone’s Lingang section, Zhangjiang Science City, and allows foreign scientists with permanent residency to lead national science and technology projects.<\/p>\n\n\n\n
The plan further establishes a collaborative innovation mechanism for biopharmaceuticals, promoting clinical research cooperation among medical institutions, universities, and research institutes. It supports the pricing of new biopharmaceutical products based on international similar drugs and encourages the development of innovative drugs and medical device industries.<\/p>\n\n\n\n
Open innovation is fostered through the establishment of a targeted donation mechanism for technological innovation that is open to the world. The plan encourages Chinese and foreign scientists to focus on cutting-edge global scientific and technological issues and conduct high-level research together.<\/p>\n\n\n\n
