China’s NHSA Issues Guidelines to Strengthen Medical Pricing and Procurement Credit Ratings

The National Healthcare Security Administration (NHSA) has issued a notification concerning medical pricing and tendering and procurement credit ratings, aiming to clarify the responsibilities associated with the management and maintenance of tendering and procurement order ratings. Provincial pharmaceutical procurement institutions are primarily responsible for pricing and tendering and procurement credit ratings and are expected to complete ratings and preliminary rectification within six months after the NHSA’s public announcement.

For confirmed specific products, their manufacturers should be addressed in the rating and preliminary rectification process. If not, evidence should be traced back to specific products and their production enterprises through distribution companies and medical institutions. In cases where only distributors are dealt with and not manufacturers, or where items are not included in the price bidding and procurement credit rating system as required, the opinion must be reviewed and approved by the provincial medical insurance bureau before processing.

Provincial health security administrations and medical procurement institutions are mandated to publish findings categorized as “particularly serious,” “serious,” “moderate,” and “average” starting from the first quarter of 2024, which will be recorded at the NHSA.
