The health commission of Chongqing province has released the “Chongqing Public Health Capacity Improvement Three-year Action Plan (2023-2025)(draft proposal)” and is soliciting public feedback until September 22, 2023. The plan includes several key actions to achieve its objectives:
- Public Health Management System Reform: The reform aims to improve the public health management system, ensuring efficient governance and administration of public health services.
- Quality of Public Health Services: The plan focuses on enhancing the quality of public health services, promoting the standardization of disease control centers, and strengthening monitoring and warning systems, public health testing, risk assessment of health risk factors, and comprehensive public health supervision capabilities.
- Technological Support and Talent Development: Technological support for public health talents will be provided, expanding the total number of public health professionals and cultivating high-level public health talents. Performance policies will be implemented step by step, and public health research and key specialized (academic) construction will be strengthened.
- Healthcare for Key Groups: The plan emphasizes caring for the health of key groups, including children, adolescents, and maternal and child health. It also aims to build a comprehensive prevention and control system for chronic diseases, implement precise and comprehensive prevention and control of AIDS and tuberculosis, and strengthen the prevention and control of occupational diseases.
- Digital Public Health Integration: The construction of a “digital public health integration” platform is planned, which will include an interconnected, multi-point triggered monitoring and early warning information platform, a full lifecycle health management platform for medical and preventive cooperation and linkage between upper and lower levels, and an emergency command platform for unified scheduling and intelligent assistance.
- Public Health Emergency System: The plan seeks to improve the public health emergency system by establishing a unified and efficient emergency command system and a mechanism for emergency response to major epidemics, enhancing the ability to handle major epidemics.
