National Health Commission Unveils 10 Measures to Enhance Primary Healthcare Services

The National Health Commission has issued a Notice outlining “Measures for Grassroots Health and Convenient Services for the People,” with the goal of promoting primary healthcare services that equally cover both urban and rural residents. The comprehensive plan consists of 10 key measures:

Outpatient Resource Allocation and Specialized Services

  1. Class 3A hospitals, under the guidance of compact urban medical groups and county-level medical communities, are to reserve at least 20% of their outpatient resources for grassroots medical and health institutions within their jurisdiction, prioritizing access for residents in need of specialized outpatient services.

Enhancing Professional Medical Treatment and Tiered Diagnosis

  1. Institutions are required to have at least one attending physician or clinical professional technical personnel with the title of deputy chief physician or above on duty for at least three working days a week to address professional medical issues, promote tiered diagnosis and treatment, and encourage primary diagnosis at the grassroots level.

Long-Term Prescription Services for Chronic Diseases

  1. Community health service centers and township health centers are to fully implement long-term prescription services for hypertension and diabetes, issuing prescriptions for stable patients for 4-12 weeks and gradually expanding coverage for chronic diseases.

Strengthening Family Doctor Contracts and Health Management

  1. Strengthening the connection between family doctors and contracted residents to enhance healthcare services.
  2. Grassroots medical and health institutions should establish and update health service ledgers for key populations aged 65 and above, strengthening proactive communication, dynamic services, and timely referrals based on health needs. The health management of children aged 0-6 is to be integrated into family doctor contracted services.

Extended Outpatient Services and One-Stop Emergency Care

  1. Extend urban community outpatient services by 1-3 hours to better accommodate patient needs.
  2. Community/township health centers are to promote a one-stop service approach for emergency and hospitalization, streamlining the process for patients.

Weekend Vaccination and Chronic Disease Management

  1. Provide weekend vaccination services to increase accessibility.
  2. Offer lifestyle prescriptions/recommendations for patients with chronic diseases to support comprehensive disease management.

Improving the Medical Environment
