Shanghai’s Sunshine Medical Procurement All-in-One (SMPA) has revealed that Hangzhou Singclean Medical Products Co., Ltd has been stripped of its volume-based procurement (VBP) winning status and blacklisted from further VBP participation. This follows Singclean’s decision to relinquish a tender it had previously won to supply artificial lenses. The notice indicates that Singclean is barred from further VBP participation for the maximum two-year period, running from February 16, 2023, to February 15, 2025.
VBP Tender Results and Singclean’s Bid
The results of a VBP tender focused on artificial lenses held in Shanghai were released on February 8. Singclean’s product won a spot at RMB 989 (USD 143.80) per piece, a 41.8% decrease from the highest valid quote price. The bid prices for the same category of product ranged from RMB 650 to RMB 1,478 per piece. Details of the volumes awarded to Singclean were not disclosed publicly. The manufacturer of Singclean’s products is the Indonesian firm Rohto Pharmaceutical Co., Ltd.
Blacklisting and Market Disruption
Companies that give up winning VBP tender spots can be blacklisted from further consumables procurement programs for up to two years, depending on the severity of market disruption that occurs, according to the document.
