JIANGXI—In a strategic move to enhance drug accessibility, the Healthcare Security Administration (HSA) bureau of Jiangxi province has initiated a province-wide campaign known as the “Three Entries,” aiming to make centrally procured drugs available in retail pharmacies, private medical institutions, and village clinics, including community health service centers and stations.
The “Three Entries” campaign is set to dynamically update its list of included drug products, with a primary focus on medications for common and chronic diseases suitable for centralized procurement. The inaugural batch encompasses 591 drug varieties with 1,467 specifications, aiming to ensure a diverse range of options for patients.
Eligible entities in Jiangxi province, including retail pharmacies and various clinics, can participate in the campaign voluntarily and are expected to select from the recommended drug list, with “Three Entries” products constituting no less than 60% of their selections. Minimum purchase requirements have been outlined for different types of participants, ensuring a substantial commitment to the program.
Furthermore, participating medical institutions are encouraged to adopt “five unifications,” which include unified online pricing for tenders, designated areas for centralized procurement drugs, dual-label public pricing, consistent sales price commitments, and standardized supervision and management. The dual-label public pricing system is designed to promote transparency by disclosing both the tender-winning price and the actual retail price, with an objective to keep the retail price within a 15% margin above the procurement cost.
