Tianjin Municipality Unveils Plan to Boost Synthetic Biology and Biomanufacturing Innovation

The People’s Government of Tianjin Municipality has unveiled two significant implementation plans to bolster the bioeconomy and pharmaceutical outsourcing service industry within the region. The first plan, “Implementation Plan for Accelerating the Innovation of Synthetic Biology and Promoting the High Quality Development of the Biomanufacturing Industry in Tianjin,” aims to harness synthetic biology for the advancement of key industrial chains and to establish a distinctive biomanufacturing industry system in Tianjin. The plan envisions creating a hub for synthetic biology innovation and biomanufacturing industry factors within the Beijing-Tianjin-Hebei region, serving as a model for the entire country. By 2026, the plan targets achieving several internationally impactful innovative milestones in synthetic biology.

The plan outlines specific measures such as constructing a national-level innovation platform, bolstering basic and applied R&D, accelerating the industrialization of innovative achievements, and nurturing industrial entities at various levels. It also calls for the creation of iconic industrial clusters, deepening the coordinated innovation and development efforts within the Beijing-Tianjin-Hebei region, and enhancing financial investment service systems. The development goals include achieving 50 innovative milestones in key core technologies and driving the output value of biomanufacturing-related industries to exceed RMB 100 billion (USD 14.08 billion).

The second document, “Implementation Plan for Accelerating the Development of the Pharmaceutical Outsourcing Service Industry in Tianjin,” aims to develop a comprehensive technology service system across the entire pharmaceutical outsourcing service chain and to optimize the industry’s development ecosystem. Key tasks include supporting R&D innovation, strengthening industry docking services, encouraging medical institutions to provide clinical trial services, and accelerating the cultivation of pharmaceutical outsourcing service enterprises and projects. The plan also emphasizes the importance of talent security and financial investment support for the industry.
