Fujian Province Issues Provisional Regulations for Managing Medical Representative Visits

The Fujian provincial health commission and medical products administration have jointly issued the “Provisional Regulations on the Management of Reception of Medical Representatives by Staff of Public Medical Institutions in Fujian Province.” These regulations mandate that pharmaceutical representatives engaging in academic promotion activities related to their products within medical institutions must first register and file with the institution’s pharmaceutical department, equipment department, and other relevant drug and medical device management departments. They are also required to report to the medical institution office (or a designated department) for centralized management. In principle, each pharmaceutical representative should register at least once a year, with unregistered representatives prohibited from conducting academic promotion activities within medical institutions. Representatives hired or authorized by enterprises must register on the designated filing platform of the National Medical Products Administration in accordance with the “Administrative Measures for the Filing of Medical Representatives (Trial)” and those not filed will not be registered for documentation.

Medical institutions are directed to establish a reception management system adhering to the “three fixed and two available” principle (fixed reception time, fixed reception location, fixed reception personnel, available reception process, and available reception record) for appointment-based reception. Institutions should establish a relatively fixed monthly reception day for pharmaceutical enterprises, which should be announced publicly. Representatives can only conduct academic promotion activities on the designated reception day. For special circumstances requiring activities on non-reception days, prior review by the medical institution is mandatory. Representatives must make appointments with relevant departments in advance, and institutions should verify their identity. Those without advance appointments or unverified identity information will not be accepted.
