The provincial government of Shaanxi has unveiled the “Three Year Action Plan for Empowering Shaanxi Province with Traditional Chinese Medicine (TCM) (2024-2026),” with ambitions to position its TCM facilities among the nation’s leaders and to achieve a total industry output value of RMB 100 billion by 2026.
The plan outlines the establishment of public TCM medical institutions across all cities, counties, and districts in Shaanxi, ensuring that 100% of public comprehensive hospitals and maternal and child health care hospitals have independent TCM departments. County-level TCM hospitals, where feasible, will have infectious diseases departments, and all municipal TCM hospitals will have infectious disease wards. The plan also calls for the construction of more than 10 provincial-level TCM prevention and treatment centers for major diseases and the establishment of three provincial-level regional TCM medical centers, along with distinctive TCM hospitals within the region.
The document mandates a comprehensive enhancement of TCM services, with 90% of municipal level TCM hospitals aiming to reach Class 3A standards and 85% of county-level TCM hospitals reaching Class 2A. A number of county-level TCM hospitals managed according to Class 3 hospital standards will be added. Furthermore, 90% of city level and 70% of county-level TCM hospitals will establish suitable technology promotion centers for TCM. The plan ensures that 100% of community health service stations and 80% of village clinics can provide basic TCM services. More than 50 national and provincial-level advantageous specialties and key disciplines of TCM will be established, as well as more than 50 provincial-level (regional) demonstration centers (bases) for TCM characteristic rehabilitation. All county-level public TCM hospitals will have rehabilitation departments (rehabilitation centers).
The document also emphasizes the cultivation of TCM talents and scientific research innovation, with plans to establish more than 10 provincial-level TCM inheritance and innovation centers, provincial-level “medical research school enterprise” inheritance and innovation platforms, and more than 50 provincial-level key laboratories (research rooms) for TCM and integrated traditional Chinese and Western medicine. The province will also work on improving the efficiency of the TCM industry, strengthening the protection and utilization of TCM resources, developing large-scale planting and breeding, accelerating the digital construction of the TCM industry, and cultivating traditional Chinese patent medicines and simple preparations manufacturing backbone enterprises.- Flcube.com
