Sichuan Health Commission Issues Directive to Strengthen Oversight of External Prescriptions

The Health Commission of Sichuan Province has issued a notification aimed at enhancing the management of ex-hospital allocation prescriptions at medical institutions. Ex-hospital allocation prescriptions are those written for drugs not available within the hospital’s inventory during hospitalization, outpatient, or emergency treatment, or prescribed at the request of patients. After review by the medical institution’s management department, patients can purchase these drugs externally, supplementing their treatment plans to address personalized and rational medication needs. However, the directive highlights the potential for medication and behavioral risks if these prescriptions are poorly managed.

The notification mandates that all public medical institutions, regardless of level or type, must integrate the management of ex-hospital allocation prescriptions into their hospital pharmacy management systems. In line with the drug selection systems and procedures of the institutions, and considering medical insurance policies, clinical departments should apply for such prescriptions. Subsequently, pharmaceutical and medical management departments will review, and the pharmaceutical management and drug therapy committee will grant final approval. A dynamic list of drugs allowed for ex-hospital allocation prescriptions must be established and regularly adjusted. As a rule, drugs already stocked by the institution, except for originator drugs and those under the medical insurance “dual channel” system, should not be prescribed externally.
