The National Health Commission (NHC) along with 13 other bureaus has jointly released a notification titled “Key Points for Correcting Unhealthy Practices in the Field of Pharmaceutical Procurement/Sales and Medical Services in 2023”. This notice marks the first work deployment following the adjustment of the “Member units of the Interministerial Joint Working Mechanism for Correcting Unhealthy Practices in the Field of Pharmaceutical Procurement/Sales and Medical Services” at the 20th National Congress.
Campaign Focus and Objectives
Similar to the 2022 campaign, authorities are aiming to promote “joint investigation of bribery” across the industry. The focus is on addressing issues such as rebate marketing by dealers and pharmaceutical representatives, the use of false materials, fabricating pharmaceutical service projects or project counting, swapping drug consumables, diagnosis and treatment projects or service facilities, and other fraudulent insurance schemes.
Adjusted Work Content and Enforcement
The adjusted work content includes a focus on key areas such as medical aesthetics, oral health, and assisted reproduction. Efforts will crackdown on false advertising, unlicensed medical practice, and illegal production, operation, and use of related drugs and medical devices. The campaign aims to rectify and punish illegal advertising activities and medical services that violate regulations, strictly regulate charging behavior, strictly manage the import of related drugs and medical devices, conduct inspections in accordance with laws and regulations on tax-related illegal behaviors discovered in the field of pharmaceutical purchasing and sales, and clean up and rectify online-related illegal and irregular behaviors.-Fineline Info & Tech
