The National Health Commission (NHC) has issued the “List of Basic Service Packages for Family Doctors (Trial),” establishing standardized service packages and requirements for the general population and nine key demographic groups. This framework aims to enhance the quality and accessibility of primary care services across the country.
Service Packages for the General Population
The service packages for the general population include health record management, health consultations, weight management, and outpatient referrals. These services are designed to promote preventive care and overall health maintenance.
Specialized Services for Key Groups
For individuals aged 65 and above, the NHC framework includes specialized services such as traditional Chinese medicine health management, home visits for those aged 80 and above, disability care, and medication guidance. Chronic disease patients, including those with hypertension, diabetes, and chronic obstructive pulmonary disease (COPD), will have access to long-term prescription services ranging from 4 to 12 weeks. Tailored services are also available for individuals with mental disorders, tuberculosis patients, pregnant women, children, and people with disabilities.
Implementation and Customization
The NHC requires local authorities to use the list as a foundation and further define the contents of local contracted service packages based on primary-level service capabilities and the needs of enrolled residents. The framework encourages the establishment of a contracted service catalog, allowing residents to customize service options according to their individual needs.
