The Fujian drug and device joint procurement center has released two separate notifications regarding the inter-provincial alliance volume-based procurement (VBP) of medical consumables. The initiatives target cardiac intervention electrophysiology and endoscopic cutting stapler/suture products. The documents outline the specific procurement modes, selection rules, and other details. The time for enterprise registration and product declaration is from 9:00 on October 17, 2022, to October 23, 2022.
Electrophysiological Medical Consumables VBP
Led by Fujian alongside Hebei, Shanxi, and Inner Mongolia, among a total of 27 provinces (and regions, cities, etc.), the electrophysiological medical consumables VBP covers 11 product categories. There are three purchase modes: set procurement mode, single piece procurement mode, and supporting procurement mode, each subject to different filing prices. In the set procurement mode, sets with a price cut of ≥ 30% in the same group are eligible for the winning bid. Under the single piece purchase mode, within the same bidding unit, the bid winner is determined according to the ranking order of manufacturers. Additionally, manufacturers with a price cut of ≥ 50% will also earn spots. The procurement cycle is two years, with an implementation date of April 2023.
Laparoscopic Cutting Anastomo/Stapler Consumables VBP
Led by Fujian alongside Hebei, Shanxi, and Inner Mongolia, among a total of 15 provinces (and regions, cities, etc.), the Laparoscopic cutting anastomo/stapler consumables VBP involves four types of products divided into two bidding units: manual and electric, according to different power transmission methods. In each bidding unit, laparoscopic cutting kiss/stapler and the corresponding nail silo (staple box) are set according to a 1:5 ratio. Additionally, manufacturers with a price cut of ≥ 50% in the manual unit and ≥ 40% in the electric unit are eligible for the winning bid. The procurement cycle is two years, with an implementation date of February 2023.
Future Outlook
These VBPs reflect the ongoing efforts to streamline procurement processes and reduce costs for medical consumables in China. By setting clear procurement modes and selection rules, the initiatives aim to enhance efficiency and ensure the availability of high-quality medical devices and consumables for healthcare providers and patients.-Fineline Info & Tech
