The Shanghai Municipal Health Commission (SHC) has released a notification regarding the public hospital high-quality development pilot project initiated by the office of Shanghai’s “Deepening Medical Reforms Leading Group.” The project aims to enhance the quality and efficiency of public healthcare services in the city.
Selection of Pilot Units
Based on recommendations from districts and medical institution main bodies, the SHC, in collaboration with relevant departments, has selected 40 public medical institutions as pilot units for high-quality development. These institutions were chosen for their strong reform awareness, innovation capabilities, solid disciplinary foundations, and significant potential for improvement. Additionally, 20 public hospitals were selected as pilot units under guidance.
Pilot Project Details
The pilot work will commence from the date of the notification and will last for five years. All pilot units are required to implement functional orientation, strengthen referral and horizontal cooperation, and actively participate in the construction of an integrated medical and health service system. Key objectives include:
- Strengthening discipline construction and addressing shortcomings in professional specialties.
- Promoting medical technology innovation.
- Improving medical quality and innovating medical service models.
- Comprehensively promoting digital transformation.
- Enhancing the level of refined operation and management.
- Optimizing the structure of revenue and expenditure and the structure of disease types.
- Implementing reform policies related to medical service prices, medical insurance payments, procurement of drugs and consumables, and personnel compensation.
All pilot units are required to submit their reviewed pilot plans to the SHC before October 21, 2022.
