The strategies aim to maintain the stability and reliability of medical product supplies within the country’s healthcare system.
The measures include the timely organization of procurement agreement signings between winning manufacturers and medical institutions. Local HSA bureaus are instructed to facilitate these agreements before the implementation of VBP results. Failure to sign contracts in a timely manner may lead to the cancellation of a manufacturer’s selection qualification.
Medical institutions are encouraged to provide feedback on supply issues, with verified feedback potentially leading to the consideration of backup manufacturers’ products as winning bids. This would allow these products to retain medical insurance fund balances.
In the event of a surge in short-term demand due to epidemic diseases, regions are to prioritize supply to main supply areas and guide medical institutions to place reasonable orders. This includes increasing the supply of drugs with similar therapeutic effects.
The supply of winning bids will be monitored through scientific indicators such as order response time, delivery time, delivery amount, and delivery quantity. Regular evaluations will assess the supply and delivery status of each winning bid.
A supply status evaluation mechanism will be established, scoring winning manufacturers based on factors such as the number, frequency, and duration of medical institutions’ involvement in supply and distribution issues. These scores will be incorporated into the procurement rules, with incentives provided to winning manufacturers who demonstrate good actual supply and high ratings in previous VBP rounds.
