China’s National Plan to Combat Microbial Drug Resistance Released

The National Health Commission (NHC), Ministry of Education, Ministry of Science and Technology, and 10 other bureaus have released the “National Action Plan for Combating Microbial Drug Resistance (2022-2025).” The plan outlines general requirements, main objectives, key tasks, and security measures to address the growing challenge of microbial drug resistance.

General Requirements
The Action Plan establishes the principles of prevention first, combination of prevention and treatment, and comprehensive implementation. It focuses on addressing the outstanding problems of microbial drug resistance by innovating the system, mechanism, and working mode. By 2025, the plan aims to achieve significant progress in the national governance system for microbial resistance, public health literacy, professional prevention and control capabilities, rational use of anti-microbial drugs, scientific and technological research, and international exchange and cooperation.

Key Objectives
The Action Plan sets nine key indicators, primarily based on quantitative metrics, to guide efforts in containing microbial drug resistance. These indicators will serve as the main basis for annual progress monitoring and evaluation of the Action Plan.

Main Tasks
In response to the current situation and challenges, the Action Plan outlines eight main tasks:

  1. Adhere to prevention first and reduce the incidence of infection.
  2. Strengthen public health education to improve awareness of drug resistance.
  3. Enhance training to improve the prevention and control capabilities of professionals.
  4. Strengthen industry supervision and promote the rational use of antimicrobials.
  5. Improve the monitoring and evaluation system to support scientific decision-making.
  6. Strengthen the supply security of relevant drug devices.
  7. Enhance scientific research and development for microbial drug resistance prevention and control.
  8. Conduct extensive international exchanges and cooperation.

Security Measures
The Action Plan calls for strengthened organizational leadership, monitoring, and evaluation. It emphasizes the need to establish and improve coordination and communication mechanisms among relevant departments to address microbial resistance effectively. The plan also highlights the importance of monitoring implementation processes and evaluating outcomes to ensure task completion. Additionally, it underscores the role of experts in providing technical support.
