China Raises Subsidy for Basic Public Health Services, Targets Vulnerable Groups

China’s National Health Commission (NHC) released the “Notice on Improving Basic Public Health Services in 2025,” outlining plans to enhance the equalization of basic public health services. The initiative aims to increase accessibility and quality of health services for key populations.

Increased Funding
In 2025, the per capita government subsidy for basic public health services will rise by RMB 5 (USD 0.7) to RMB 99 (USD 13.8). This funding boost will prioritize services for children, the elderly, and patients with chronic conditions such as hypertension, type 2 diabetes, and chronic obstructive pulmonary disease (COPD).

Service Priorities
The public health service project will emphasize child health, including growth monitoring, psychological and behavioral development assessments, and obesity prevention. It will also enhance immunization programs and vaccination services for eligible children. Additionally, the government will expand services for patients with severe mental disorders, integrate traditional Chinese medicine into public health programs, and address key endemic and occupational diseases.
